More shenanigans at Berry's APD. This time it is a no bid contract that is worth $3,900,000 that is earmarked to be awarded to a company that has direct ties to Secretary of State and Albuquerque city councilor, Brad Winter's campaign treasurer! Who is the sponsor of this legislation? You guessed it, Brad Winter and Pat Davis. And who wanted to make this a no bid contract? Richard Berry. Ethics in Albuquerque and New Mexico government is non-existent. And how can Pat Davis support this? Not only an insider dirty deal but clearly an attempt at union busting. "Davis confirmed that the administration’s original draft of the resolution to start the pilot program included Aralant’s name and language that the city intended to give the firm the contract." This week, I had the chance to sharesome updates from City Hall with the Parkland Hills and SE Heightsneighborhood associations. I thought you might like to keep up withour progress, too.

New Property Crime Investigation Pilot Program for SE Area Command- coming soon!
This morning, I'm teaming up with CouncilorBrad Winter to co-sponsor R-16-113, a pilot project to hire 25 retiredAPD officers who will respond to property crime calls - includingburglaries, auto thefts - freeing up patrol officers forhigher-priority calls.
I pushed to include our Southeast AreaCommand as one of the pilot project locations because we see far toomany property crimes in our neighborhoods and we all share thefrustration of waiting for someone to respond to take a report, thenwaiting even longer for results.In order to reduce response times and criminal activity, we need toincrease the number of officers on our force. This program serves as abridge that will have an immediate effect while we recruit and trainnew officers for the long term solution.The bill outlines a program whose main function is to timelyrespond to property crime calls requiring an investigation anddetailed follow-up. A CRS will be a retired law enforcement individualwith many years of experience providing them with the skills andinstitutional knowledge to conduct a thorough investigation ofproperty crime incidents. A CRS will:
- Photograph, canvas neighborhoods, collect evidence and follow-upwith victims personally
- Be unarmed, and will not have arrest authority
- Have been Police Academy trained
- Be able to access pertinent law enforcement databases andcoordinate investigations with APD detectives to solve and arrestoffenders
You'll be seeing more about this program on the news, but I wantedyou to know first.
Saturday: Spend Make A Difference Day with Van BurenMiddle School
This Saturday is Make ADifference Day so I’ll be doing good with the students of Van BurenMiddle School at Phil Chacon Park. The students of Van Buren havetaken on improving Phil Chacon Park as their project and have askedeveryone to lend a hand. So come out and help get the process startedthis Saturday, October 22, from 10am-12pm. #MDDAY
Silver Ave
You may have seen some construction on Silver Ave lately. This ispart of a major upgrade to our Bicycle Boulevard that was initiated in2015 by Councilor Garduño. With these improvements Silver will besafer, more pedestrian friendly, and even add a few additional parkingspaces for our Nob Hill merchants.

City Integrated Development Ordinance (IDO)Update
The consolidated draft of the soon-to-be proposed CityIntegrated Development Ordinance (IDO) is expected to be availableonline this week. In the meantime you can review the current draft athttp://abc-zone.com/
Four publicmeetings on Oct. 20 and 27 will provide opportunities to review anddiscuss changes. This is an important opportunity to improve the draftprior to submittal to the City's review and approval process.Meeting Schedule:

ABCComprehensive Plan
Key goals of the project are to improve opportunities for economicdevelopment and job creation, improve protection for the city’sestablished neighborhoods, streamline the city’s development reviewand approval procedures, and respond to long-standing water andtraffic challenges by promoting more sustainable development.The project will update the joint Albuquerque/Bernalillo CountyComprehensive Plan to:
- Reflect recent growth trends and challenges
- Better integrate land use and transportation planning – to reducetraffic congestion and encourage transit-oriented development
- Emphasize “Placemaking” approaches to development in key centersand corridors
The Council hosted a study session about the ABC Comp Plan updateon October 17. Andrew Webb, Policy Analyst for the Council, andMikaela Renz-Whitmore, project manager from City Planning, provided anoverview of the update process and highlights.

Tonight, Albuquerque's small business supportersare headed to AMORE pizza downtown.
Parking on Centralis now FREE throughout ART construction and we'll be adding dozens ofnew parking in the coming weeks in Nob Hill so no one has an excusenot to enjoy our local shops during the construction and holidayseason.

You may have heardrumors that ART construction was moving the Twinkle Light Parade outof Nob Hill, but I can assure you that that isn't the case.
