[Neighbors] racing on Coal/Lead

The speed limit on Lead/Coal was already reduced when the corridor was "beautified".  It's time to admit that this was not a solution to speed violations.  Based on the 85th percentile speed of traffic, CABQ should now raise the speed to a reasonable 35 mph for such a major corridor.
