[Neighbors] Climate change impacting Nob Hill

Is there any way to encourage those who "invest" in out neighborhood
by buying property, just to rent it? 

It seems (but may not be true)
that many live out of our area, and have less awareness and maybe a
narrow focus regarding that investment.
