[Neighbors] Lead/Coal Traffic Study in district 6 with Pat Davis

Hello UHA/Nobhill NA board members,

I met with Pat Davis last Monday evening and this is an outline of what we
discussed and a possible route forward in regards to getting a traffic
study done quickly.

We can get a traffic study done by Spring/Summer time if we are willing to
limit our scope of focus to district 6 (UHA and Nobhill), limit the data
collection sites, and focus on only a few metrics (listed below). That
being said, this is what an expedited plan would look like:

1) Area: Lead and Coal intersections from Washington to Yale.
2) Metrics:
a) collisions (w/ other vehicles, property, peds, etc.)
b) traffic count (average, busy times, slow times)
c) over-sized vehicle count (18-wheelers etc)
d) average speeds of vehicles
e) noise decibel levels
3) Sites of measurement: ​We must agree on 10-12 (5-6 per street) site
locations to measure the data for the study. This is something we will all
need to come together on to get to the next step in the process.
4) ​Solutions: Ultimately the data from the study should guide the specific
solutions to the the specific issues we are having at the specific places
they are happening. In the meantime it may be beneficial to get more APD
traffic cops on our streets to mitigate the speed problems.

If you all agree on this plan we must come together in a reasonable amount
of time to get the study done by time the Mayor appoints a director of DMD. *I
am told that pollution (from tailpipe exhaust) is not really possible to
measure from a street of cars because the concentration would be too low to
measure.* Please reach out to Pat Davis's (CC'd on this email) office on
the feasibility of any metrics not listed. In regards to the locations of
the sites, it seems to be fair to split the 10-12 over each neighborhood
(5-6 each) but I will let everyone chime in on this.
