Homeless isn't a category of people, it's a situation different types of
people are in for different reasons, some by choice. Addiction, mental
illness, unemployed/low to no income, bad luck, etc. We need to pressure
city leadership a lot harder to find more effective solutions. Personally
speaking, I'd replace current city leadership, they are ineffective in this
area and have been for a long time.
