[Neighbors] Homeless; Neighbors_nobhill-nm Digest, Vol 149, Issue 4

Greetings neighbors,
Thank you so much, Van, for the detailed notes from the meeting with
Councilor Rogers and her staff.
And thank you all for participating in the discussion about a deep concern
for many of us: the rise of homelessness in our neighborhoods and sometimes
even in our own front yards (more on that in a moment).
In these highly polarized times, with our connections often siloed, I
appreciate that we are willing and able to share our divergent
perspectives. I believe we have more in common than not. We all want safe
places to live and homes that retain their value.
My husband, our close neighbors, and I have frequently called ACS due to
cars and people trying to sleep or live in our alley, or attempting some
kind of crime. Just this past Sunday, a woman slept, talked on her phone,
and used our front yard like a toilet outside our window. We called ACS,
but by the time they arrived (this time they did), she had decided on her
own to move on after 3-4 hours. Like many of you, we have many other
difficult stories.
A week from today some of us, I hope, are gathering to assemble care kits
for ACS to distribute as they see fit. Sign up here
<https://docs.google.com/spreadsheets/d/1rHQucjgkC4Qf7IIHqCR6DjkHT6HTFOK05JzqOpAVYpo/edit?usp=sharing>
to support and for details. Just to be clear, I do not think this solves
anything except perhaps supporting some who are suffering and the ACS
efforts. I also do not want more homeless people living near and I don't
see how this effort will affect that. I also have the aspiration that
meeting and working in person will build human connections.
Data is not only my day job but my passion and it pains me greatly that the
City has gotten no closer to even a count of homelessness or metrics that
are specific enough to make decisions. As I've posted here before there is
a nationwide successful effort
<https://community.solutions/built-for-zero/the-movement/> to count and
treat individuals as individuals that actually makes a difference while the
City has just been torturously slow. In theory they are adopting this
approach, but in theory, as Councilor Rogers points out, deadlines slip, we
are not informed, even when there are funds.
So, what other actions can we take? Here are a few suggestions:
1. Call the City and ask some of the questions suggested by Councilor
Rogers. *For example: What is the timeline for when the Gateway Center
will be fully operational, or when the Westside Emergency Center will have
a contract in place for a management company to operate the facility for
the fiscal year that began on July 1? Both facilities have received funding
from the City Council.*
2. Form group emails within our couple of blocks to post alerts about
what is going on and support each other. We are doing this.
3. Keep our own data on calls to the APD and ACS, noting the time called
and response (if they did). We can build our own data set to manage. If
there is interest I would manage this list.
4. Use some of the outstanding experts on this group and make concrete
suggestions to the City Council, maybe Council Rogers will assist, e.g. the
article on housing deregulation;
5. Attend the use of funds meetings
<https://www.bernco.gov/county-manager/opioid-settlement-bernalillo-county-city-of-albuquerque-vital-strategies/>
suggested by another local expert, Carolina Yahne, Ph.D.
Bernalillo County and the City of Albuquerque are expected to receive $146
million over 16 years from legal settlements by pharmaceutical companies
who contributed to the opioid crisis. These funds are to be spent on
programming and policies to address harms related to opioids. *A series of
town halls is scheduled for the coming month, in which the public can
provide comments on the use of the settlement funds.* See the attached
flyer and this page

Any other ideas?
Meanwhile, I'm just beginning to recover from over a week of Covid. I hope
no one else got it. I have no idea where I contracted it, except perhaps
while shopping, as I have not been traveling. I will wear masks again in
stores, as climbing out of Covid is slow, tedious and not fun, especially
with asthma.
Sending gratitude to you all, and I still have hope because of you.
Meta.
