[Neighbors] $1.5 Million to Improve District 6

Why not just (save a bundle and) restripe it to front-in parking? Many 
people struggle to parallel park, let alone back-in. I'm sure there's a 
design reason, maybe a few feet of space would be lost,  but at least 
the spots could be more easily used.
