[Neighbors] $1.5 Million to Improve District 6

The problem isn't the back in parking, the problem is often A. The parker
doesn't signal that they're going to pull in. Thus the person behind them
keeps moving and gets too close so they can't back in. and/or B. The parker
does signal but the person behind them tries to go around. Much like they
do on Central when someone is trying to parallel park and they wind up in
the bus lane.
There is back in parking over at Monte Vista Elem and while it took folks
maybe half a school year or less to get used to it, it's just common now.
