[NMCCSC] proposed policy revisions

Hello, Board members-----   Attached are the revisions to policy and procedure that I propose.  I will bring copies of the relevant pages of current policy to tonight's meeting for your reference.  Please review.  I believe that these changes are reasonable and that they are necessary.  I welcome comments and discussion.  Thanks for your consideration and your attention to this matter.
