The cheapest solution is to have police officers with radar detectors or RED LIGHT CAMERA'S on both Lead and Coal every day giving out traffic tickets to speeders, drivers texting and talking on their cell phones, drivers going through red lights and drivers who throw trash out of their car windows.
The city would make a fortune.
And then, the city can remove the parking meters in and around Nob Hill.

And those drivers who damage trees, shrubs, walls, signs, lights, etc be fined for the damage they have caused to OUR neighborhood.

Or, just put a toll both on both Lead and Coal because they are both highways.

I have said this in the past - when someone gets killed and the city gets sewed, then Mayor Keller will fix this mess.

Like others in this thread, I am skeptical of this type of solution. I
think a simpler, less costly, and less confusing solution would be to
replace lights with stop signs. As someone who lives on a residential
street between Lead and Coal, one block from the Carlisle/Lead/Coal
intersections, I am doubtful that more lights will solve this problem.

A couple neighbors asked me to weigh in on this issue, so I will share what
I know.

There are some speed-actuated traffic signals in operation elsewhere in the
U.S.  One type has the signals ?rest in red? on all approaches.  When the
detectors sense vehicles approaching at or under the speed limit, the
system gives that approach a green light.  If the detectors sense vehicles
approaching at above the speed limit (possibly with some leeway allowed),
it holds that approach on red until the vehicles arrive and have to stop.

Traffic engineers have learned several things about these systems:

1.  For them to be effective, there must be driver education about the
system.  Drivers must understand that their behavior (speed) is directly
affecting whether they get a green light or not.

2.  Related to #1, these systems may be effective at isolated intersections
with single-lane approaches, where the behavior/reward is obvious to the
driver.  They are not considered effective for roadways with multiple
lanes, where other vehicles will often trigger the system punishing
everyone else who was traveling at the speed limit.

3.  They are not recommended for roadways with high traffic volumes.  Other
cities have found that about 5,000 vehicles per day is the maximum traffic
where these systems work well.  Lead/Coal each move upwards of 14,000
vehicles per day.  At these higher traffic volumes, such systems triggering
extra red lights will just cause unnecessary congestion.

4.  These systems can work well at isolated intersections, but they are
inappropriate for a corridor with timed coordinated traffic signals.
Lead/Coal is a coordinated corridor with signals timed for 30 MPH.  During
peak commute periods, they move the platoons of vehicles efficiently
through the system.  A speeding vehicle in the middle of the night may be
stopped by this system, but during rush hour, just a few activations will
turn Lead/Coal into gridlock.

A second type of system is not rest-in-red, but one that operates like a
normal traffic signal alternately giving the main street and cross streets
green lights/red lights.  When the green is on the main street and it
senses a vehicle approaching at above the speed limit, the system will
change it to yellow and then red.  The system would have to detect the
speeding vehicle far enough in advance of the intersection that the safe
required yellow time can be provided and go to red before the vehicle
arrives.  On Lead/Coal, this type of operation may be effective to curtail
the excessive speeders in off-peak hours like at night when there is little
traffic.  But it would still be inappropriate to do this during coordinated
timed operation for peak traffic hours.

There are some speed-actuated traffic signals in operation elsewhere in the U.S.  One type has the signals ?rest in red? on all approaches. 3.  They are not recommended for roadways with high traffic volumes.  Other cities have found that about 5,000 vehicles per day is the maximum traffic where these systems work well.  Lead/Coal each move upwards of 14,000 vehicles per day.  At these higher traffic volumes, such systems triggering extra red lights will just cause unnecessary congestion.

4.  These systems can work well at isolated intersections, but they are inappropriate for a corridor with timed coordinated traffic signals.  Lead/Coal is a coordinated corridor with signals timed for 30 MPH.  During peak commute periods, they move the platoons of vehicles efficiently through the system.  A speeding vehicle in the middle of the night may be stopped by this system, but during rush hour, just a few activations will turn Lead/Coal into gridlock.

A second type of system is not rest-in-red, but one that operates like a normal traffic signal alternately giving the main street and cross streets green lights/red lights.  When the green is on the main street and it senses a vehicle approaching at above the speed limit, the system will change it to yellow and then red.  The system would have to detect the speeding vehicle far enough in advance of the intersection that the safe required yellow time can be provided and go to red before the vehicle arrives.  On Lead/Coal, this type of operation may be effective to curtail the excessive speeders in off-peak hours like at night when there is little traffic.  But it would still be inappropriate to do this during coordinated timed operation for peak traffic hours.

A couple neighbors asked me to weigh in on this issue, so I will share what I know.

There are some speed-actuated traffic signals in operation elsewhere in the U.S.  One type has the signals ?rest in red? on all approaches.  When the detectors sense vehicles approaching at or under the speed limit, the system gives that approach a green light.  If the detectors sense vehicles approaching at above the speed limit (possibly with some leeway allowed), it holds that approach on red until the vehicles arrive and have to stop.

Traffic engineers have learned several things about these systems:

1.  For them to be effective, there must be driver education about the system.  Drivers must understand that their behavior (speed) is directly affecting whether they get a green light or not.

2.  Related to #1, these systems may be effective at isolated intersections with single-lane approaches, where the behavior/reward is obvious to the driver.  They are not considered effective for roadways with multiple lanes, where other vehicles will often trigger the system punishing everyone else who was traveling at the speed limit.

3.  They are not recommended for roadways with high traffic volumes.  Other cities have found that about 5,000 vehicles per day is the maximum traffic where these systems work well.  Lead/Coal each move upwards of 14,000 vehicles per day.  At these higher traffic volumes, such systems triggering extra red lights will just cause unnecessary congestion.

4.  These systems can work well at isolated intersections, but they are inappropriate for a corridor with timed coordinated traffic signals.  Lead/Coal is a coordinated corridor with signals timed for 30 MPH.  During peak commute periods, they move the platoons of vehicles efficiently through the system.  A speeding vehicle in the middle of the night may be stopped by this system, but during rush hour, just a few activations will turn Lead/Coal into gridlock.

A second type of system is not rest-in-red, but one that operates like a normal traffic signal alternately giving the main street and cross streets green lights/red lights.  When the green is on the main street and it senses a vehicle approaching at above the speed limit, the system will change it to yellow and then red.  The system would have to detect the speeding vehicle far enough in advance of the intersection that the safe required yellow time can be provided and go to red before the vehicle arrives.  On Lead/Coal, this type of operation may be effective to curtail the excessive speeders in off-peak hours like at night when there is little traffic.  But it would still be inappropriate to do this during coordinated timed operation for peak traffic hours.

Glad to hear others speaking out on this.  I have lived on the corner at Coal and Richmond for nearly 20 years.  It has been hell here, getting worse with more and more speeders and cars/trucks/motorcycles without mufflers.  When these vehicles are passing on Coal and Lead at same time we cannot hear ourselves talk in our house/yard.  Speed and noise as a problem go together.  Some slow vehicles are tricked out to sound like on a race track.  We need state laws to criminalize modifying vehicle sound emissions systems.  There appear to be none.  In rural areas this noise is cute stuff but in a dense urban neighborhood it is hell day and night.

As for motion sensing lights.  I see many vehicles run the red lights, they don?t stop as they are going so fast.  Four red lights would probably mean more crashes.  My latest idea is if we can?t get large round a-bouts at many intersections then we need many large speed bumps.  Lights, signs and markings don?t have any effect.  Our roadways all over the city have become freeways for criminal driving.  Also, maybe alternatively block off the north/south streets crossing Lead/Coal.  This would stop the vehicles that race past our house for one block they use to get Central or drag race to the next light n/s cross street.  The sound from these vehicles is so piercing it damages the ear.

If we're going to spend hundreds of thousands of dollars on this
problem, it seems like a direct low tech approach would be best. Fund a
full time police officer for a year to give tickets as necessary along
the area. Then put in a few speed bumps. It is possible to have speed
bumps with a contour that does not impede traffic at the maximum speed
or cause much noise. For example, on Zickert NW in front of Duranes
Elementary school there are speed bumps that allow you drive at 25 mph
just fine; but anything over that is quite disturbing to the driving.
The ones along side Monte Vista school don't seem designed as well.

I am thrilled to see all the dialogue and community input surrounding this thorny subject ! And am open to all suggestions.  As other board members have stated before, there has been extensive work for years by our neighbors and the associations that border Lead and Coal.  They have entertained many ideas and solutions and unfortunately, unless someone is planning on taking shifts with spinning signs: wear bright orange reflective vests and pray law enforcement catches these people, while they are out fighting violent crimes, this might be the cost effective solution.
The timed lights to reward  decreased speed was the first solution and it has helped, however,
This additional  technology is another added practical solution that our leaders are willing to assist  us with and have explored this option with traffic engineers.
It may not be perfect ! Let?s face it nothing is ever perfect but we need to start somewhere  and David has proposed having an open forum that gives us more detailed information on the functionality of the system . This forum will allow us to gain a deeper understanding of the technology and its pros and cons.
Meanwhile, as a member of public safety for  the NH Neighborhood Association and a previous legislative analyst, asking for extra funding is pertinent in the timing for NM Capital Outlay bills during this session. It may be the case that after careful review and scrutiny other better solutions may arise but for now, we must do all we can to at least attempt to make Lead and Coal safer.

I realize this is social media (opinions count more than facts), but advocating traffic control devices that turn red when approaching vehicles exceed the speed limit presupposes that the posted speed limit is reasonable. The limit on Lead & Coal is not based on a traffic engineering study nor on the engineering-based 85th percentile speed principle. Allowing neighborhood associations to interfere with traffic engineering best practices will predictably lead to those same speed violators becoming red light violators, thereby putting lives at risk of motorists and pedestrians who cross with the resulting green lights. Clearly a case of the cure being worse than the disease. Law suits to follow...

Dalton Service Center is great, if they do Jenn Air.
They are extremely competent and reasonably priced.
