[Neighbors] Flat roof, going from tar-and-gravel to spray foam?

I get my tpo (white plastic, polymer, whatever it technically is) 
checked annually,  so it handles that foot traffic fine. I wouldn't use 
a rake ... just think a blower would be a better choice for any surface.
