[NMCCSC] Clarification on Ellis Parking Lot in Sandias

This is a reminder to all that The Sandia Nordic Ski club paid to have
those lots plowed and contributions can be given on their web site.  The
Forest service isn't plowing any parking areas due to government partial
shutdown.
